(1) Prior to commencing the procurement proceeding of goods, the procurement unit of the concerned public entity shall obtain procurement requisition from the divisions and sections and have the requisition approved by the competent authority.
(2) The procurement requisition referred to in sub-rule (1) shall state the following matters:
(a) Description relating to the type, quality, quantity of the goods,
(b) The time when the goods are required,
(c) The estimated value of the procurement, and
(d) The source of funding.
